You cannot change the icons on the home screen of this phone, no. You can customize the wallpaper, personal banner, and ERI banner, and you can change around the icons and links available in the menu list.
To change the wallpaper, Tap Settings, Display Settings, Wallpaper.
Choose your desired wallpaper, then tap Set.
You can do this by tapping Settings, Display, Settings, and Main Menu Settings. In there you will find the options to Position Menu Items, Replace Menu Items, and Change Menu Layout.
